Because no one before Saiayan Saga had any notable skill in ki control? Plus i highly doubt someone who uses up a lot of KI while struggling to release one attack would use Ki Control.

The moon busting feat shortly before the planet level statement makes it way more reliable.

Nice find it's definitely no Hyperbole this is just what happens without the Ki Control it's not that very surprising since this equates to country level only also the Roshi blowing up the moon feat is an obvious outlier due to plot purposes because King Piccolo & Goku/others had higher power levels than Roshi

He may have said it was his strongest attack, but that doesn't necessarily mean he put his all/all his power into it. If supermans most powerful attack was his heat vision it doesnt mean he's using full power every time he uses his "strongest attack". I believe it was shown King Piccolo released a very similar attack to the first one shortly after the first one didn't work.. If he charged up he could have probably put the energy from the second attack into the first one.. He was a bit depleted which is why the second one was about the same level/a little weaker. Goku even says it was a little weaker than the last I'm pretty sure.
