Possible Kid Goku and Roshi revision?

I just checked the profiles of Goku and Roshi and it seems a little wonky.

https://vsbattles.fandom.com/wiki/Master_Roshi: Normal Roshi = Multi-City-Block level

Now, if I remember, Roshi did little to no training in between the 21st and 22nd budokai's. So I doubt his power increased that much, if at all, in between that time period. Although, we can say he got slightly stronger, enough to tell the difference, just for the sake of argument.

We know Goku was able to fight on par with Roshi, and Roshi had to trick him into a final attack with their legs to beat him, or it would've continued on. They were roughly equal.

We also have Krillin at building level, with Roshi being far superior to him.

So, I feel that Goku needs a small upgrade, and Roshi needs a slight downgrade.

21st Budokai Goku AP and Durability At least Large Building level+, at most City-Block level (Almost as powerful as normal state Roshi at this time)

Roshi (not buff form) Likely City-Block level, likely Multi-City-Block level in the 22nd Budokai

Yeah, that's what I'm thinking. I wanna see what the mods and others that have higher authority say, just to get a good concrete answer that the majority can agree with.

@Ant Yes, although some of the Dragon Ball stats have to be revised possibly, Because of the circular scaling issues.

There is a thread discussing it. Some characters are circularly scaled to each other with out feats. A lot of the Dragon Ball parts have no justification for their stats.
