ok, but the link says he is multi universal, i mean, is it possible for him to be multi universal? Or is he still just galaxy level?

He is multi universal for destroying the kaio shin rleam heaven and the universe however in this wiki you need to effect time to be multiversal so he is still universal but outside this wiki yes but it is still via China reaction and overtime.

Even if omega uses his strongest attack it won't destroy the universe but a galaxy but the negative energy spreads to another galaxy and then it spreads to another galaxy that gets destroyed then another and another you get the point it's via chain reaction and it takes time

He cant. To destroy time and space you need HAX, something that never was shown in dbgt, so if you can show us an instance in which the negative energy of Syn Shenron warped time-space, yeah, why not. But not, it didnt happen.
