This is probably a bit of a stretch, but I think Esdeath's blizzard control and hagelsprung should be enough to upgrade her to either 8-A or 7-C.

I actually believe she was at Small Town level once due to that, and then it got taken down. Not really sure what it actually should be...

That specific calculation has been taken down. The last time I checked, Esdeath's lake freezing feat was calculated at 8-B, or City Block level.
