Should chaos be low 2C?

@The Everlasting Well, Jafar specifically wished to be the most powerful genie in existence, but I suppose that "At most Universe level", respectively "At least City level" could work.

Well, it was actually "an all-powerful Genie", which could mean either:
A. Referring to Genies as a whole as all-powerful.
B. To be the most powerful Genie.
Either is possible, though the latter would fit with Jafar's character and why he made the wish in the first place.
But I think "At most Universe level" could work if that's the case.
