Popeye is an infamous Toonforce character, having feats such as knocking Bluto into the real world (Although that's not technically the real world if it was drawn) and beating up his animator (Once again, not technically the animator, as the animator/director chose for this to happen meaning that the animator let Popeye beat him)
Arale has toonforce that is equal to him, as she was capable of cutting out her own page, (Although not technically the page) as well as photographing the reader. (Although that wasn't really the reader)
