Pokemon scaling issues/confusion

Yes, but the Sub-Rela speed in Pokémon is wide, so it still scales. The only thing i wanna point is i think Deoxys scales more to Ray rather than Mega Ray.
 
Deoxys was watching Giovanni, through his Dragon Ascient completely destroyed its core, which should require three serious big attacks from Mewtwo in order to do the same. In Generation Mega Ray easily breakes through Deoxys Defense and allowed the trainer for the catch.
 
And just as I figured. Y'all should go back a few pages, instead of focusing on one image (saying this with no disrespect), as you can clearly see them trading blows before that...twice...with Deoxys having the edge.
 
And yet there he didn't.

They're also two seperate Deoxy's, the one mewtwo fought failed to react. On a side note, Ray disintegrated Deoxys again in that.
 
I'm gonna chalk the first hit Deoxys landed as being a surprise attack, outside of that he didn't do much, the moment Ray actually attacked he was blitzed.
 
Deoxys was shown to fight better against Ray than Mega Ray, it would make more sense for Mewtwo jump from at least High 6-A to at least High 6-A, likely higher via Mega.
 
So, later i will put for better consistency:

At least High 6-A: Mewtwo, Mew, Deoxys, Darkrai, Cresselia and Purple Genesect.

Later i will make a thread to rescale and fix all the trainers profiles and the Pokémon speeds, but not their tiers since the calcs that Matthew posted were done by well trained Pokémon.
 
That Red Genesect is special as it was shown to clash and fight with Mega Mewtwo Y, the latter was forced to force it to space in order to defeat it by showing it that what was doing was wrong.
