Going with Player here. Since they have infinite cabbages, they can spam the HELL out of their powers like Fartomic Bomb, Poo Hammer, Blowout, and Etc. The 5 power limit doesn't apply here since that would be game mechanics so player would just spam the hell out of his powers and, much to Master Chief's embarrassment, ultimately win.
