Non of the other fighters are competition to these two as far as I know.

Because grim iron man scales far above his value enough to one shot, goku can sense this, and gaps that are 2x in power in dragon ball are enough to stomp your opponent. Goku also knows skilled and powerful warriors at a glance through sheer instinct and skill, he won't hold back in taking down grim iron man.

It's inconsistent, but yes at most it's 2x, but there are times like vegeta vs cui (which happened in the same arc and part of the scaling chain) where the difference, 24000 PL vs 18000 PL, the difference is only 1.3x yet cui got completely stomped, fingered and blown (pause).
