Pikachu (anime) potential Shapeshifting.

This isn't really shapeshifting. Pikachu is just stretching out parts of his body to kinda mimic other Pokemon as opposed to actually changing into near identical versions of them. This would fall more under Body Control to me due to the way his body stretches and inflates.
Also worth noting that Mario was denied having shapeshifting (Shown in Legend of the 7 Stars) due to it being a gag, so I wouldn't expect this to be accepted either.
