So, the definition of a phenomenon is a fact or situation that has been observed to exist or happen. So essentially, it's an event. Does that mean beings who can create or manipulate any form of phenomena should get causality manipulation?
 
Not really tho, manipulating phenomena is about changing specific occurrences, while cause and effect manipulation is about altering the underlying rules that govern how events lead to one another. also, it really depends on verse how they showcase it.

Yeah but occurrences are events, and to manipulate an event is to manipulate causality.

Probably yes but causality manipulation is broader ability to control the fundamental principles of cause and effect themselves. It's a deeper level of control compared to manipulating individual occurrences.

for abilities that don't fall for specifics should go to reality warping and simply describe it.

Since by making things happen they are making reality make it happen even though it shouldn't have happened or there is nothing to make it happen
