Velvet has a Pet Shop themed color palette and Them's Fightin' Herds has quite a few JoJo references, so why not?

Speed is equalized, Velvet knows about Stands but not Horus

Ooh, I might have a match for Velvet as well. She looks like she'll fit well into the 9-A brackets I'm going to have.

Anyhow, I'm going to take a look at this match.
 
I think Velvet can take this, since she has some solid AoE in the form of her tornado. Which can one shot the stand user.

Even though Velvet knows about stands, she doesn't know a stand is actually there, so all her attacks would be focused on the user regardless. Telekinetically controlled ice shards are a big help, but I really think her AoE from her tornado is what gives her a victory.
 
Velvet's tornado would also be a good counter to Pet Shop's ice shards, sending them flying away. And harsh weather conditions is usually particularly effective on flying creatures/objects, compared to land-bound ones, and with Velvet's weather manip, she's got an extra advantage.

Going with Pet Shop for now. His 432,975,544 joules give him a small advantage over Velvet's 213,900,000 joules (around 2x or so), meaning he can take a few hits if needed, and even if he does get damaged, he can close the wound with ice. Even if Velvet knows about Stands, she still cannot see or touch Horus, which also puts her at a disadvantage; another advantage Pet Shop has is Velvet having a limited amount of magic, and once it runs out, Pet Shop could just freeze her in place and stab her with ice. He's also much likely to go for the kill and start with his strongest attacks due to Velvet's cockyness, and the fact that he is pretty much a stalking killing machine; Pet Shop is also a better tactician than you might expect.
 
Oh, wait, Paulo is correct. I completely didn't realize that Pet Shop's durability is actually small building level. I thought he was 9-C physically, but he's actually a stone wall.

My vote should be discounted in that case, since the reasoning is flawed.
 
Velvet should resist most of his ice based attacks being that she can withstand cold weathers herself. Plus her mastery of ice and controlling it seems to be superior to Pet Shop due to her being able to create detailed ice sculptures in a second. So I would say she's got this
 
Resistance to cold temperatures isn't going to exactly mitigate Pet Shop's stuff entirely considering how he usually just spams spikes that are 2X her stats. The temperature of those spikes is a bit irrelevant.

Okay so she can create ice sculptures? Why does this suddenly make her better at using it in combat? It isn't as such that she could manipulate his ice attacks, it's just that she can do more general stuff with hers. And you haven't shown what that "more" could even do to Pet Shop, considering it's just statues.
 
Some things I can see being dangerous are her Ice Cyclone and long combos (if she can get close enough), and maybe her Telekinesis, but Pet Shop's slight durability advantage and ability to close his wounds with ice could help him survive for a while; It is unlikely she can break out of his ice, since The Fool, who is stronger than her, couldn't do so, and had to cut off his own leg to escape, and as said before, Pet Shop is much more aggressive than Velvet, and is much more likely to just smash her with a big ass spike of ice, which he can spam, as opposed to Velvet, who is cocky and has limited magic, which is required for some of her moves.
