This is Intresting match up.
Mitsuru has a huge edge in experience,
Charm is slightly more useful then sleep and both can confuse.
but ann has the base advantage in range due to her whip and machinegun.
However I'd say mitsuru after a hard fight. Both can hit the other with there weakness but she has far far more experience with other persona users. Plus charm can get Ann to waste SP in healing Mitsuru and Sleep restors a slight amount of Mitsuru's SP.
