Can you tell me how fast is the passive hax?
 
Depends. Most passives, if they like, radiate off the body of the user, is equivalent to infinite speed, becuase by t(e time the battle starts, the passive is already around the user, therefore only above baseline infinite speed characters can move fast enough to not get passived.

If he accepts goku has infinite speed and throws speed blitz on infinite characters, can he pass passively?
 
Depends on the case of passive hax. There are some cases where passive hax only affects gradually and in other words, only slight effects. But there are also many times when passive hax works differently, the results will come immediately. Moreover, if the passive hax is in the character's passive form, the character's nature is already there, no matter how fast you are, it will still be affected by the passive hax because this passive hax is a self-existing form of hax ,automatically turns on, it is automatically activated, this case is intrinsic of the character.

Depend on how it works, there's "passive hax" that activate when a certain event happened, those type of passives should be slower than "always active/instantaneous passive", mind you, this is only names that I have in my head so there's no official name for them in this website at least.
