Part II (Pre-Fourth Shinobi World War) kakashi upgrade?

Kakashi matches a 30 percent Itachi clone and regular Itachi is Mountain+ 30 percent of that is in the City+ range so pre war arc Kakashi should be upgraded to city+
This upgrade would affect:
Sakura Haruno(pre-4th shinobi world war arc)
Base Naruto(Kazekage Rescue Arc key)
Chiyo
Sasori
etc...
