I get what you mean. You're taking the regular VS community approach of characters that are similar. But this wiki functions a bit differently.

First, if you look at their profiles, Waluigi is Large Star level and Papyrus is Small Building level. That alone is why this is a stomp: being 26 tiers above Papyrus.
Second, you didn't equalize speed, so Waluigi massively blitzes
Three, Waluigi severely outhaxes Papyrus
Four, you bloodlusted Waluigi, so these reasons just become more so vicious.
