Essentially, this. Once this is addressed, I believe it'll be good. Some of the texts have been combined or divided into smaller sections for the most part. We should wait for more input though, just to be sure.

I restored the removed texts and modified the formatting by replacing the <big> tags with heading level 3. I had to do this to ensure that they will appear in the Table of Contents, which aids in navigation, though we don't get to have them numbered anymore. Additionally, I have re-added the subsections that you mentioned.

I hope that the changes that I made are satisfactory.

Yes, the restructuring of the rules has been finished, but if we require a rewrite, as Deagon mentioned, then it becomes a different matter, and it should be discussed in a different thread.
