To start off, Boros stated that he has Immeasurable power. According to speed:

Movement beyond linear time. This is why the speed cannot be measured. Given that S = D/T, if T is undefined the speed formula cannot be applied. This is the same reason why multiple temporal dimensions also grant immeasurable speed.

So therefore, Boros is beyond time, and thus 4-D in power. Aka Low 2-C. Also Immeasurable is related to infinite as a word and thus he has infinite power. Which is supported by Saitama defeating him and gaining infinite power.

Bug God stated that his power is a whole separate dimension, and therefore he is 4-D and Low 2-C. And finally Murata said that Garou can destroy the universe and thus also Low 2-C


So anyone with these reliable statements which are not hyperboles should be upgraded to Immeasurable speed and Low 2-C. Simple
