Nope, he doesn't. Although he's capable of BFRing Electro like he did with Eggman in his movie, that is Sonic's only win condition, which makes this a bit of a stomp, IMO, considering Electro has tons more advantages that he can lord over Sonic without the hedgehog being able to do a damn thing about.
