Previously the likes of Mosquito Girl and Genos at the beginning of the series were scaled to the flight speed of mosquitos which were found in this calulation. The 30 seconds end of the calculation was accepted by @TheRustyOne in the comment he left there.
In this thread by Kachon earlier this year in order to rework Genos' profile, it was proposed that the accepted end of the calculation be changed to 5 seconds.
The reasons proposed for this were:
I'll address each of these:
Point 1
Genos does stay still for more than just a few seconds as he watches Mosquito Girl power-up. Here is the full sequence of the events of the feat, from the moment Mosquito Girl begins summoning her subservient mosquitos to the page where she has now powered-up from all the blood they've been supplying her.
While, as Kachon acknowledges, Genos does indeed prepare to interrupt Mosquito Girl's transformation and thinks to himself "They are still gathering. Seems like the sooner I finish this the better", there's not a lot of urgency there. That moment took place at least five panels after Mosquito Girl started summoning mosquitos to her and he thinks to himself "They are still gathering." Genos has been watching mosquitos swarm to her for a period of time without interrupting.
And he continues to stand by as it happens because he's interrupted by Saitama and has a whole conversation with him while mosquitos are still gathering to Mosquito Girl.
More importantly, the feat is not calculating based on the amount of time it takes for Genos' to start preparing to intervene. It's for the full sequence of the mosquitos travelling to Mosquito Girl which continues after Genos' prepares his attack. I can easily see the full sequence lasting a lot longer than 5 seconds.
Point 2
Supposedly the anime supports an assumption of 5 seconds for the timeframe - and I can see where that assertion is coming from but i believe it to be mistaken.
While it's true that some mosquitos reach Mosquito Girl within 5 seconds of her starting her summons, that doesn't necessarily mean anything for the calc. Mosquito Girl is calling upon all of the mosquitos within her range of 50 kilometers. Why would we assume that the mosquitos that arrived to her first were at the furthest possible distance from her while still being under her control?
There were closer mosquitos already in the area - as we can see from this page which takes place just before the full sequence linked above, there are swarms of mosquito flying in her vicinity.
And mosquitos continue flying towards her throughout the full sequence; it's not just a matter of the first mosquitos to arrive. Logically the mosquitos furthest away from her would take the longest time to arrive and show up last; so we shouldn't be calculating based on how quickly the first mosquitos arrive but by when they're done arriving as only those last ones could be reasonably assumed to be the full 50 km distance from her.
If we go by when she started her call for mosqutios, which by my reckoning starts at 7:34 of Episode 2 of One-Punch Man, then we can see in the episode that mosquitos are still flying in to her position by at least 8:15 if not later.
That's a difference of time of at least 41 seconds between Mosquito Girl sending out her summons for mosquitos within her range, and mosquitos still flying in.
Conclusion
My proposal is that the calc and scaling switch back the previously accepted evaluation of the 30 second end, or even longer based on the additional evidence of the anime showing a timeframe longer than 30 seconds.
