I don't see how "scaling" suddenly makes the attack "faster", when the same attack was rated lower in earlier keys.

If they can be hit by a lightning attack they see coming, then yes, it makes more sense than suddenly claiming that lightning attacks get faster at some point.
Not to mention how we do that, what is to state that Lightning was the value we assumed it was in the first place? Maybe it was lower or higher? Either way, if we assumed that, all of our lightning calcs would need to be scrapped, since we don't have a "confirmed" value.

.Natural lightning doesn't fully move at a set speed, and then there's someone like Niji who in verse has lightning that's moving at the speed of light via science

The wiki does not say "all lightning is lightning speed".
Lightning speed lightning requires criteria for it to be lightning speed.
Her lightning fit that criteria back in Alabasta. The Clima-Tact.
Then in Enies Lobby it got upgraded. The Perfect Clima-Tact.
Then in Sabaody post timeskip it got upgraded. The Sorcery Clima-Tact.
Then in Zou it got upgraded. The Grow Up Sorcery Clima-Tact.
Then in Wano it got upgraded. The Zeus Sorcery Clima-Tact.
It gets boosted, so we boost it. It's so simple it's funny.

I'll give some of updates based on what I've read so far. I love the fact that Oda said the reason Luffy is so calm is because he's so dumb, this may seem bad, but I thought Kuina's death was funny because of how dumb it feels for this series (really Oda, falling down the stairs was your best idea), thank God Luffy and Zoro recruited Nami because they would be dead (Luffy running in the direction he thought was colder because that's what he thought north meant is hilarious), Usopp is annoying, yet endearing (and I have to respect how he stepped up and saved his village despite his cowardice), Shanks losing his arm to the same Sea King Luffy one-shot is hilarious especially since I know about Shank's position as an Emperor of the Sea later in the story (I've been on this website and the general internet long enough to pick up some spoilers about One Piece), Sanji's kind of dick (unless you're a woman) for now (something tells me I'm going to warm up to him in the coming chapters), and I'm pretty surprised at how early on Oda started doing SBS's (by the way, what does SBS stand for, again?) and cover stories so early on in the story.
Oh yeah, just so everyone knows, I am reading the official Viz Media translation since I have a Shonen Jump app subscription, so let me know when whatever I say is a mistranslation or not.
