There's honestly no way to tell at this point as we're going off of poorly translated brief spoilers. However if the man who met with the Elders is also the person in this chapter, I would not be surprised considering the way they spoke to him.

This was an interesting chapter, with the reveal of Shank's twin, I'm hoping we get to see him interact with Luffy soon. It's funny that some people predicted this years ago. I'm wondering how the summoning circle teleportation works. Did somebody on else in Elbaf summon T-Shanks and female Holy Knight, because I vaguely remember in Egghead, Saturn took a marine ship to the island, and he summoned the other elders. So, can certain CD's teleport themselves without any aid? Granted there will probably be more information in future chapters, but it would be odd if they could teleport themselves anywhere at any time by summon. What do you think?

I mean at the time Saturn had no reason to teleport onto egghead until Kizaru couldn’t finish his mission, he teleported there alone through a magic circle… so it was probably because he didn’t need to teleport yet and show himself at that time (hence there was an announcement of like nearly every marine of not being allowed to look at him when he arrived and they were also confused why he even was there to begin with if I remember correctly)

We still need more information tho, might be teleportation to where you have been to in the past or something
