That's the thing though, They aren't mad that dragon isn't doing nothing, is the fact that dragon IS doing nothing to such an area that is has been consistently presented to be "easily infiltrated". (And honestly that is more of MJ and the "Celestial Realms" problem than dragon's in-actions.

Here are the times it has been "infiltrated":

-Big Robot climbed the Red Line, then ran out of power.
-Doflamingo saw some secret and booked it before he could die.
-Fisher Tiger climbed the Red Line with his bare hands, freed slaves, and they escaped in the chaos.
-Laffitte snuck past everybody, despite their Haki, while wearing tap shoes, and offered them a new Warlord.
-Shanks just appeared before the 5 Elders.
-Jewelry Bonney and the Revos snuck in, and Sabo literally got impaled.
-Kuma jumped in, got his face melted, and jumped out.
 
Still hope that we someday get to see Shanks hot sister that definitely exists.

It's technically possible because we don't see either of Shanks' two most distinctive features (scar over eye and missing arm) in the person shown to be speaking to the elders. He is also never referred to by name or as a Yonko

That's the reason why I put it "Easily infiltrated" Cause even thought it represent itself as heavily guarded "All it matters are the results".
