Their skills are mostly relevant, but I see almost none of them being effective at either.
But of course, there are some caveats; Creating thousands of clones could give Dimentio an incredible advantage, and he could still give him BFR. Maybe OF can come back for SAVE and LOAD, or even absorb your soul?

Doesn't Flowey just tap his soul a few times? Dimentio can't beat SAVE and LOAD and he doesn't resist Flowey just obliterating his soul even if it takes 5 seconds or 5 hours hahaha

Flowey wins probably.
Dimentio's attacks don't bypass SAVE and LOAD he can only really win via mind control which is unlikely to happen once he becomes Super Dimentio. Flowey has less AP but can bypass that by shooting his SOUL a few times, and Flowey's attacks are much more danmaku-y than Dimentio has ever faced or could hope to be.

Flowey. If he didn't have SAVE and LOAD it might be a harder decision, but he does and that alone gives him the win, he may even win without the use of it but idk about that.
