As far as raw stats go:

-Despite Dio's reactions and The World's punching speed likely helping him out here, the Chin is much faster in terms of movement speed.

-Both have similar durability levels, but Dio's superior regen gives him the edge.

-Dio's strength is superior.

-Dio is likely the better battle tactician going by how his fights have panned out.

-Everything else seems to be even here.


As far as powers go, Chin's at a severe versatility disadvantage here and (much like JustSomeWeirdo said above) has no real answer to Dio's hax abilities. Round 1 will see him having to deal with Dio's timestop without the ability to prevent it from happening, and Round 2 will be even worse on him due to Dio's Phantom Blood powers being used in tandem with said timestop abilities.

Overall, Dio just has this in the bag. Chin's superior speed is only going to take him so far when his opponent has him outstripped in every other important area. Giving this fight to Dio 8 times out of 10.
