Now, how is the result determined when 2 mods say they agree and 2 mods say they disagree? If Mod 5, who will express his opinion, says he agrees, will the recommendations in the CRT be implemented? On the contrary, will it be closed even if he says he disagrees?

I'm kind of inclined to agree with Shadow here.

The movie was adapted from a script written by Kishi and the novel was written by Kodachi, who wrote the first half of the Boruto manga. The point is, these two products had heavy involvement from the main writers of the series, and are recognized as part of the official timeline by the parent company.

That being said, assuming this goes through, the manga will still take precedence as the primary canon source. So the novel would only be useful as a tertiary source that's really only good for clarification or giving additional information/context not present in the other adaptations, provided they cause no contradictions ofc. Essentially the exact role the anime currently serves, but obviously a bit diminished because the novel doesn't have the plethora of "this is canon to the manga continuity" statements that the anime has. But I disgress.

Btw, do you mind drafting a discussion rule? Or is it not required the same way we don't have a discussion rule for the anime being secondary canon?
 
I think a note explaining the situation on the Verse Page will suffice and be more appropriate imo.

Or do you think I should add something like "Information from the tertiary canon can only be used if the specific information doesn't contradict the primary and the secondary canon"

Yeah something like this would do the trick.
the verse page I have in the works has a section outlining canon content with notes that explain the part they play in the canon.

I can add it to that if anything that way you don't make a new section just for it to get replaced soon after
