No, your reasoning is totally meaningless, because it was not even necessary to use a recognizable character, the other Noumu used for example did not even appear in the manga. Just being black would be recognizable as a black Noumu Lol.
If he specifically used USJ Noumu to say he was weaker than High End, it is because USJ Noumu is weaker than High End.

The other nomu used did appear. One was from Hosu (the white one Endeavor and Gran Torino fought) and the other was from the training camp incident where it chased Momo and Awase.

Give me a direct statement of USJ Nomu, who has statements and feats well above other Nomu, and is noted to be the anti symbol of peace, of being comparable to other black Nomu, or being explicitly physically weaker than High Ends

That is dialogue from Crust. Who hasn't fought a single Nomu in his life and has only gotten rudimentary information about them.

Are you saying Crust knows exactly how strong USJ Nomu was, in order for him to use it as a mental place holder for black Nomu? Does Crust know how strong that Nomu was? Was Crust there? Did they tell him that Nomu was brawiling with AM and was designed to counter him in every stat?

You say Tomura's statements aren't trustworthy, but Crust, who hasn't encountered a single Nomu, and whose information is completely secondary, should be trusted at face value?

That scale is from a hero who hasn't fought a single Nomu, nor was present for USJ Nomu's feats. Crust is a worthless source for that Nomu's strength, because no one other than the people at USJ know that Nomu was absolutely as strong as All Might.

Crust's scale of the Nomu, which is general, doesn't matter.
