Do you need to make a CRT to expand a character's notable attacks & techniques section? It's not really a major change. It's just adding descriptions for a character's moves.

Not necessarily afaik. Unless said character moves somehow implies more abilities currently not on the profile. But if it just expanding abilities already within the profile. You should be good as long as you notate you only changed Notable attacks & techniques
