If Character A has NEP and is 4D and another Character has not shown the ability to interact with a NEP Character but is of a Higher Dimension can they still affect them?

NEP is irrelevant if the higher layer literally breaches the barrier of reality/unreality. NEP doesn't mean the user exists independent of all layers. They are still bound to their layer and will be seen as fiction from a higher one.

Nonexistence would still be part of the story and gets erased along with the story. You would need additional proof to suggest this "nonexistence" extends to plot level and can survive the literal destruction of their story and the container of that story. For the umpteenth time literal nonexistence isn't a thing and all the so called "nonexistent" characters exist on some ontological ground.If you erase their plane of existence, then all that is left is nonexistence which they are.

I can be Tier 0, but If I only have Ice Manipulation then tough luck affecting someone Immune to Ice.Just a question, if Character A is completely trascended over the reality of Character B's dimension, why can't he overwrite the fact/reality that makes him not be able to interact with Character B?
