I don't think it's vague, The gamer has really been raising the bar and dealing with universal laws for a while now, Tongcheon's explanation makes a lot of sense actually.

I agree with ShadowGun, the gamer is a lot about Universal law etc, for exemple mind techniques can twist and change the principles of the world (principles are the laws and truth that composed the world), it is even possible to extend the concept of mind techniques, it is called transcendantal mind techniques, Jihan can also extract countless natural law and meanings to counter emptiness, it is even about concept with Hadelaide being the concept of changes.

he just interacted, this is an NPI, but at what level would it be exactly? is it enough to describe this as a conceptual NPI?

Tongchon is the duality of existence and non-existence, and jihan could hit him with his haxes, something that others people could not do before so i think it is a negation.

Sounds like those attacks just have the ability to interact and circumvent his nature.

It's not quite like that, Gaia's power alone already represses the gods and anyone in the world, she can even keep the concept of change and chaos from affecting the earth, so it makes sense that Jee-Han, who was said as being an avatar of the world's guardian authority, being able to interact with the Tongcheon. it was simply interaction, Tongcheon did not stop being one with Taiji and controlling all the principles of the world.
