Fair enough, though it should be noted Sasuke has yet to use these abilities to their highest potential.

Yea by the end of the series Sasuke should have been able to master Itachi's eyes, especially when he started using them even better than Itachi himself after implanting them. Suggesting otherwise when Sasuke kept training on his journey unlike Naruto sounds absurd.

Wouldnt Bloodlust battles or battles via Standard Battle Assumption kinda overule that?
Besides, Sasuke doesnt seem to be someone who wouldnt use an ability if it was the only way for him to defeat someone. At least that's how I see it.

Bloodlusted, maybe. According to standard battle assumptions the characters must be in character. Also, this is a wikia first and a vs battle forum, second. Placing dubious information without at least noting it won't do you any favours.

That sounds strange as hell. Maybe it would be better not to scale backwards. Tsunade, Onoki, and A can scale from Mei and Gaara's City level ratings instead. That should be better.

Not true. The Kages don't necessarily need the upgrade. This is the same situation with Ichigo and Aizen and Yhwach. Momoshiki had no reason to use excessive power against them and was casually attacking. Its an assumption that he's using country level power against anyone except Naruto.

Im not talking about their current versions I mean they're younger ones. The current Kage besides Gaara and Naruto have 0 feats to suggest they are superior to Tsunade and the others, let alone the 4 Hokage. They in their younger forms should be able to scale to them unless im missing something.
