NEP 2 Yogiri?

So yeah, yesterday I saw a private debate between Yogiri and Battler, and at the end the person that use Yogiri win the debate, but something bothering me, is Yogiri capable to kill Battler who has NEP 2? The person that use Yogiri say he can because Yogiri itself is a non existent being , here's the word that he use....

"What do you mean by can Yogiri interact with non existence? Yes, because Yogiri's original form itself is a non-existent (End) of things where all things even concepts like destiny will end.

So Yogiri has a much more potent NEP than Battler's NEP because Yogiri doesn't exist until the concept stage"

So just wanna ask is this true? And also he scale yogiri to High 1-B which I don't know if it's true or not
 
From what I can tell Yogiri can interact with NEP 1 but not NEP 2, and no he is not High 1-B, yet...
Anyway, basically Yogiri would not be able to interact with Battler.
 
Looking at Battlers page, his nonexistence is not idealistic.... He's not been updated to the new standards

Yogiri is just material nonexistence

Does yogiri really have Plot Manipulation? Sound likes he resistance to Fate Manipulation for me if we look at his profile
I'd argue so based off of the universe's scaling from fate and things such as worldviews. I mean Yogiri can beat yuichi who has plot manipulation so he has some sort of defense against it or at least his ability has some sort of thing that allows him to ignore such a thing.
