Authority is the ability to simply cause any number of things to occur because, as a god, you have the right to do so.
For instance you could reverse time, or transmute people into animals, or just erase the universe at will, or all of the above at the same time, simply because as a god you have that privilege to do whatever you want. Higher authority gives you resistance to abilities others of lower authority can use, with Merlin noting during the fight where he Ana, and Mash jumped Jaguar Man, that they couldn't actually do anything to her without a divine spirit of equal or greater authority present, since none of their stuff worked.

Yes, because Authority belong to God, Divine Spirit.....so like the name implied Divine Authority allow them to manipulate the reality, the world as they see fit, in a simple term. Authority of a God/Divine Spirit can fight another Authority of another God/Divine Spirit, stronger will overwhelm the weaker, so yeah hax and hax resistance come from Authority.
All and all. It is similar to a Universe Energy/Power System, Authority is a system of power consists of multiple abilities and application
