ok now Haruto has some nasty hax here like the reactive evolution and and matter manipulation, however Naruto can predict his movements and using his clones he can distract him and hit him with a Rasenshuriken wich will Kill/incapacitate Haruto.
the reactive evolution work after he see or suffer the attack and Naruto Rasenshuriken will dura neg him so he won't activate
and the atomic destruction yeah his attacks can completely destroy the opponents, but only the attacks and Naruto can dodge these attacks thanks to analytical prediction and his clones
so i vote Naruto

He usually make 3 clones in chakra mode then each clone make 100+ sage mode clones lol. So more than 10.

They used to be fodder, but around this key, they started getting busted strong, pretty much no difference between them and naruto, so same durability but if they take heavy damage they'll die.

An attack infused with Cosmo must come in contact with the target. Their armors by default have Cosmo infused into ot so touching their armor will atomize too. But that's still contact based.
