I'd say Kawaki. He can shrink nearly every attack Juubito can throw at him, stab people without them noticing with the rods and BFR people into Daikokuten. TSB's prolly get shrunken and clapped. Everything Obito uses in character isn't really enough.

I mean… Karma Abilities, the Body Mods & Isshiki’s Doujutsu aren’t necessarily “easy” for Obito to overcome here.
And with Kawaki being an Otsutsuki, he should be immune to the TSB.

Toneri being Otsutsuki is stated to have the same Chakra as Kaguya, whom as far as we know, didn’t do anything different than the other Otsutsuki.
So Other Otsutsuki shouldn’t be any different than Kaguya.

You can shrink them without sage chakra tbh since we see kamui work on them and guys kick bent them, they don't really have any resistant to space manip techniques from the showings iirc.Hag's chakra can't be that special in comparison to an actual Otsutsuki
