Heavily implied they nerf Kurama, as they contribute to keeping Kurama’s power from emerging alongside the swirl stuff. Slayer can prolly give you a more in depth answer. I’d argue they do restrict power, since when Kurama was doing his thing, Kushina used the chains to hold back his power

Correct, though they also have to be at least somewhat in the same league of power otherwise Kurama will just ragdoll her with her own chains like the first time she tried it. This also helps explain why a much stronger Kushina is capable of completely overpowering Kurama with them while she's half dead during Obito's assault.

Kushina’s chains being Kurama level isn’t anything I disagree with. Kushina is Her
