Well, I said it was interchangeable. I have kin ~ Sasuke with three tomoe and Sasuke > Kaguya. Ap-wise, Kaguya >~ yhwach. By the way, with Hax, things might change.

Narratively, based on the author's portrayal, Momo and Kinshiki are individually > Kaguya. Hence, Momo saying he could punish Kaguya himself. Base Momo ~ Kin, Sasuke fought Kinshiki with three Tomoe, and when they invaded, Sasuke said, “This is the duo Kaguya feared.” This is the same Sasuke who was aware of Kaguya's strength and believed he could even take on a threat greater than her ( which he did).
