So I think we need to improve the speed profiles of many characters. Since this was not his strongest mode. And there are so many other characters that deserve to be scaled by him.

It's not official, it's a fan translation. The 4th databook was never VIZ translated. The raws actually use the phrase light like which implies it's more of an expression than a literal comparison.
