1. do we have speed multipliers for the god tiers or we just upscale from 2.11c? and what are the exact values then

2. why don't we scale ten tails hagaromo as base + complete ten tails? we do scale other characters like that

I mean, Sasuke got a Rinnegan because of Hagoromo's Chakra

Madara got one because of Hashirama Cells aka the long method.

Toneri got the Tenseigan through a similar method as Madara, Hyuuga Eyes.

Hamura could have easily given Hinata her own Tenseigan with his Chakra but no.
