Because the numerical cap between Low 2-C and 2-C is unquantifiable, which is why a feat/statement-based approach should be prioritized.

DarkLK is extremely knowledgeable about these types of issues, and he created a good and flexible working tiering system for us, with DontTalk helping out to hammer out some mathematical distinctions. We are not going to change it, and it is strongly against our rules to try to dismantle it.
