Rodan and Mothra would also raise up in the scaling, as Rodan can survive against Ghidorah and fought against Mothra, and Mothra for restraining one of his heads with silk (and then attacking with intention to kill), and for taking 5 seconds of the amped gravity beams before exploding. Methuselah ends up scaling with Rodan due to the GvK bracket intro.

Pretty sure everyone agrees with the 1/4 th scaling as it makes the most sense

There is no 1/4th scaling, there's simply downscaling. There is no evidence to suggest that anyone was half as strong as what we will scale Ghidorah to. Many downscale but simply to an unknown extent, not to one fourth, unless we talk about Rodan and Mothra that is
