It doesn't help Natsu when his abilities to damage an opponent are all weakened against Luffy, who has blunt trauma resistance and resistance to electricity/lightning. Haki also gives him protection against heat.

Natsu on the other hand has no way to stop Luffy's attacks from hurting him.

Luffy wins low difficulty due to versatility and having a defensive advantage over all of Natsu's attacks.
