Luffy's got my vote.
His rubber body resists heat, which is like half of an explosion, has a more creative battle style, has much better range, and can go for a barage of punches.

Ughhh High 8-C Luffy is my least favorite version to debate for. Anyhow I'll have to give this to Luffy via experience ( Slight advantage.), a better mind set, resistance to Blunt attacks and better stamina.

High 8C Luffy has my vote. Even back then, Luffy was extremely adaptable and resilient. He also was capable of sending people to different islands with a punch.
