Monika pretty much can spam resurrection from her character file if she gets killed, and only way to to stop that is to erase said character file, which however is both a Type 2 concept and Type 2 information as pointed here.

Somehow she gets erased anyway? Well good luck because you're now dealing with a NEP dude with literally all aspects, something that no one in Undertale would be capable to interact with (outside of Chara in their absolute given they got also NEP nature 1).

As Asriel at equalized speed he cannot reliably stop Monika from just using the data fuckery either, given that's thought-based, and unequalized he'd blitz her, yes, but anything he does would erase her and leave him dealing with the NEP form, which he cannot touch anymore.
