Does aca type 2 affect probability hax the same way it affects fatehax? If it does, the acausality page doesn't mention it. Also you can't put Mokou below H3-A because she literally doesn't have a key lower than that. It's either H3-A or L2-C and she oneshots either way.
 
Type 2 acausality grants jack to probability manipulation, so Mokou can still affect him. This still doesn't change the fact that it's an AP stomp.
