Alright, so the 6-B characters in that verse scale to rainbow dash’s sonic rainboom even though she hasn’t used it for combat reasons. Therefore, I feel like the sonic rainboom is combat inapplicable because none of the characters that scale to rainbow dash have been hit by it, and rainbow dash only ever used it to look cool.

How are characters like Rarity and Trixie 6-B then? They aren’t nearly as strong as rainbow dash and trixie only made RD tickle with her magic.

Because she did it as a filly, a little kid basically, so they should be stronger than her by this point.

It scales to her via Newton's 3rd Law. Plus she was only a filly when she did the feat; she should be a lot stronger and there are still plenty of Ponies physically comparable and most if not all ponies should be outright superior to her filly form.

Well then why is Fluttershy 8-A?

She's considered physically fragile compared to other Pegasi unless she enraged. But even some of those bully Pegasi were shown to be physically superior to her Filly self, and all Wonderbolts especially should scale from this feat.
