In Sonic 4 episode 1 Sonic can force slot machines to give him a jackpot. This means he has probability manipulation. Also in Sonic 4 episode 2 Eggman and Metal Sonic can knock SS back but that's probably an outlier.

How can we be sure of what you are saying? In fact, that link is the only time so far where Super Sonic gets a jackpot. And again, that could simply be luck.
We lack a lot of info, we basically lack everything. Maybe the developer of the game just made this "mechanic": since Super Sonic is a stronger and better form of Base Sonic, they just thought "what about making for him a special treatment"?
Then again, that is just an assumption. Just like your sentence is.
This is a pointless thread, honestly. Super Sonic never showed such an ability in any game that include "receiving an item" (like Sonic heroes and other 2D Sonic games), and the only time that Super Sonic "shows" that ability is nothing but a mere assumption based on...nothing, really.
