I mean, there's mods out there which lets you aggro two mobs onto each other. So it could be simulated.
Evoker's kinda the perfect counter to shulkers tho. Its main attack ignores the Shulker's durability, so hiding in its shell doesn't work. It summons vexes which can fly, so levitating the evoker away won't work since a bunch of vexes will just attack it. The Evoker should take this decisively.

you wouldnt even need mods you could probably do it by leading one of the shulkers pellets to the evoker or make them hit each other by aggroing them with snowballs. and if that doesnt work im like 98% certain there are mods that can do it.
the main threat of shulkers is fall damage and the fact that they telport every time you hit them.
