Milo's misfortune is on a greater scale that I think Makoto's luck won't be able to handle specially his luck only comes less often than Komaeda's and the scale is also weaker than Komaeda's. (Milo's misfortune is too much for Naegi's luck to handle).

So, it's safe to think that Makoto's luck won't probably save him as much as Komaeda's would. He has no combat experience and Milo knows how to handle and live such a misfortune life that "Makoto using his luck to try and defeat Milo" is just a small addition to his misfortunes and won't really do much.

I vote for Milo on this one.
