As the Toon Physiology page states, Toons are made up of magic Paint that gives them sentience and their life, and that their souls are also comprised of paint. But some new info from the art book states that paint is the very basis of cartoon reality, and gives everything its color, sustenance and energy. It also harnesses the power of imagination.
Magic itself is comprised of wishes. When used in conjunction with the power of the stars in the sky, the heart’s magic has the power to make wishes come true. When used as examples, the magic of the Blue Fairy, Cinderella’s Fairy Godmother, The Genie from Aladdin, Ursula’s magic, and the influence of Neverland are mentioned. Even examples without direct magic influences like Snow White wishing for her prince imply a direct connection to fate.
This is further backed up by Mickey’s example of using magic, where multiple Disney characters like the fairies and Merlin state that the power of magic is in his heart and is derived from his own belief.
Toons can regenerate from having themselves and their paint erased, as well as having their paint directly stripped from them.
As wishes are by nature conceptual, regenerating from having this erased would be High-Godly.
In addition to this, substances like The Dip and Thinner, which can erase Toons for good, would have High-Godly Regeneration Negation.
